This doctrinal article comprehensively examines the impact and implications of the use of artificial intelligence (AI) in the field of international legal cooperation, an area that has gained growing importance due to globalization and the increasing complexity of cross-border legal relations. In a context where interaction between national legal systems is becoming more frequent and necessary for the effective resolution of conflicts, artificial intelligence emerges as a technological tool capable of substantially transforming traditional processes by offering solutions that enhance efficiency, accuracy, and speed in the management of legal procedures and the administration of justice.
The analysis is based on an exhaustive review of legal doctrine, current international regulations, and recent technological developments, identifying the main applications of AI in international legal cooperation. These include the automation of requests and responses in mutual legal assistance, the intelligent processing of large volumes of evidentiary data, biometric identification, and analytical prediction to support judicial decision-making. The article also addresses the integration of algorithmic systems in extradition, surveillance, and identification procedures, which has sparked academic and legal debate about the limits and guarantees that must be established for their legitimate use.
In parallel, the paper analyzes the ethical, legal, and technical challenges arising from the implementation of AI in this field, such as algorithmic opacity, the possibility of discriminatory biases, the violation of due process, and the impact on fundamental rights such as privacy and the presumption of innocence.
